Pitchers Going to Their Mouth on the Bump

I coach in a league that plays under OBR, and one source of conflict I have with the other coaches and even our Umpires is the rule covering when and where a pitcher can go to thier mouth. My understanding of the rule (8.02(a)(1)) is that under normal conditions, the pitcher must be outside of the dirt circle (on a regulation grass infield) before going to his mouth to lick his fingers.
