2017 wooden bat rules

Will someone please explain the 2017 wooden bat rule at all age levels? It seems very few understand the "Official Base Ball" or MLB wood bat rule 1.10... " a smooth round stick..." NO weight limit is mentioned, plus or minus. Please explain why so many seem to feel a wooden bat of any size must be a minus 3 or or weigh more than that start point? "Zach, neither is a good choice. Bats require  a 5 hp drive motor and 2 cutters after the pre round and steady bushing. Under powered drive heads are slow, more chatter and more sanding. Try to find an used Centauro T5 ( no T5 E ) or a Tormadex…"
