2017 wooden bat rules

Will someone please explain the 2017 wooden bat rule at all age levels? It seems very few understand the "Official Base Ball" or MLB wood bat rule 1.10... " a smooth round stick..." NO weight limit is mentioned, plus or minus. Please explain why so many seem to feel a wooden bat of any size must be a minus 3 or or weigh more than that start point? We are talking wood bats,  not metal, not composite, not laminated wood. Very confused after 25 years of bat making. Tom at Barnstable Bat…
