help hitting a slow pitcher

Can you explain this concept to me? How does moving up in the box correct your timing of a pitch? I have always heard this solution since I was in Little League and it never seemed to work for me.

Pitching in bunting situation

That is one of the main things that I was also peeved about..... I think that the pitchers at High School and below are afraid to hit the batter that squares early.
